It is an advantage on the part of small business offering insurance. In that matter they can gain tax credits for two years. On the other hand, it will be a little disappointment for employees to receive a lower average salary. So I am quite skeptic whether the employees can stay longer in the job. Perhaps they can provide additional benefits to compensate the low salary. What could be the effect to the payers, then?

Well, if the employees can also have some other way to receive money from the business either by commissions or tipping if it is food service related then it could work out rather nicely for them. For my part if I were to work in a business such as that, then obviously I would be aware of the terms of contract and my salary before hand and if I agreed to it then I would have no one to blame but myself.
